App installation failed. Error code: 0x87D13B69 , Error: VPP licensing is only applicable for iOS 9.0+ Devices

VPP licensing is only applicable for iOS 9.0+ Devices – Error 0x87D13B69, reported on approximately 20% of random iOS (iPhone & iPads) devices. The highest number of failures are reported for the Company portal app. However other apps are also impacted. The initial investigation shows that the issue gets fixed on a few devices, but most of the devices remain in failure states even after many weeks.

The issue has been discussed on many community forums. However, the solution provided doesn’t look applicable. VPP application is assigned to the device and the application is successfully installed on most of the devices. We will analyze the data to understand the exact behavior of the issue and will keep posted.

Let us know if you encounter the same issue in your environment.

Thank you for reporting the issue with the app installation. The error code 0x87D13B69 indicates that VPP licensing is only applicable for iOS 9.0+ devices. We have observed this error on about 20% of our iOS devices (both iPhones and iPads), with the highest number of failures occurring on the Company Portal app, though other apps are also affected.

Our initial investigation shows that while some devices resolve the issue over time, the majority remain affected for weeks. We’ve seen discussions about this issue in various community forums, but the proposed solutions don’t seem to apply to our situation. Despite the VPP application being assigned correctly and installed on most devices, this problem persists.

We are analyzing the data to better understand the behavior and will keep you updated on our findings. If you encounter the same issue in your environment, please let us know.
